The rules of the game regarding the new DMO are contained in the Decree of the Minister of Energy and Mineral Resources No. 13/2022 concerning Guidelines for the Imposition of Administrative Sanctions, Prohibition of Sales of Coal Overseas and the Imposition of Fines and Compensation Funds for Fulfilling Domestic Coal Needs. In the eighth dictum of the regulation, it is stated that the results of the evaluation of the coal sales report for domestic needs are submitted by the Mining Business Entity every month. President Director of PT PLN (Persero) Darmawan Prasodjo emphasized that this step was taken by the government in order to maintain compliance for mining companies. They will not get an export permit if they do not meet the DMO requirements. "We make sure to guarantee that the coal crisis will not happen again," said President Director of PT PLN (Persero) Darmawan Prasodjo during a Hearing Meeting with Commission VII DPR. in maintaining supply and enforcement of the rules of the game. “The existence of Ministerial Decree 13/2022 will strengthen the government's position in providing rewards and punishments.
